A small team, built around European funding
SNM’s expertise is in European Commission funding (Horizon 2020, Horizon Europe), but we can provide support for all national and international funding bodies.
Scientific Network Management S.L. (SNM) is a privately owned company created in 2013 by Dr. Pascal Kahlem, which focuses on Grant Writing, Assessment, Training and Management of scientific research and innovation projects in Europe.
Our area of expertise is life sciences, systems biology, bioinformatics. We can also provide technical support in other domains.
As managing partner inside a consortium, SNM provides a reliable management service for less than it would cost the coordinator to hire a dedicated manager. We bring the expertise and the people, and we scale the effort to what the project actually needs.
AI is part of how the work gets done — on our own infrastructure
We use AI where it measurably improves a proposal and not where it does not: retrieval across past calls and evaluation reports, drafting support under deadline, and a structured second reading of a text before a panel gives you theirs. The judgement about what a project should be stays with people who have written and evaluated proposals themselves.
Where the available tools were not good enough we built our own. Whetmark (opens in a new tab) reads a draft against the criticisms EU evaluation panels actually recorded, quotes the passage that prompts each one, and marks the suggested fixes into the Word file as tracked changes. That one is a language model, running on a private instance.
The Funding Radar (opens in a new tab) — which aggregates open research-funding calls from eight sources, and is free to use — deliberately is not. Collecting and matching calls is ordinary software, and it is more reliable, cheaper and easier to audit without a model in the middle. Knowing which of the two a problem needs is most of the skill.
Your unsubmitted proposal is not training data. Anything that touches your text runs on a private instance, so a draft never reaches a public model service, and we do not put client material into anything that trains on it. If a third-party model is involved in your work, we tell you which one and what it sees.
I started my scientific management career in 2006 at the European Bioinformatics Institute (UK) with the pan-European systems biology project ENFIN, and realised very quickly that I was able to move scientific projects by helping scientists with what represented a burden to them: the paperwork, the project organisation and funding procurement. In 2013, Scientific Network Management S.L. was born.

SNM capitalises on the experience of its coworkers who are scientists, professional grant writers, editors, project managers, business developers, communication professionals as well as web and graphic designers.
In 2015, two of our senior managers were accredited by ACCIÓ, the Catalan Government’s business competitiveness agency, as consultants for Horizon 2020 in the RIS3CAT sector «Industries of health and life sciences».

Most of what SNM does is written for someone else’s consortium: proposals to the European Commission across Excellent Science, Industrial Leadership and Societal Challenges, and to national agencies in Spain, Switzerland and the United Kingdom. A number of them were funded, among them applications for European research infrastructures.
We do not name them. The grant belongs to the coordinator who won and ran it, not to the people who helped draft it, and several clients ask us specifically not to advertise that they used outside help. We also publish no success rate: EU calls are decided at single-digit success rates by design, every consultancy’s denominator is different, and a percentage on a website tells you nothing you can act on.
What is checkable is the other direction — the people who worked with us said so themselves, under their own names, in the testimonials.
